European Action Plan for the Prevention of Runway Incursions
Because of the considerable number of runway incursions across the European region and worldwide, including actual collisions with a significant loss of life, it was considered necessary to focus attention on this safety issue. Analysis of the available data indicated that more than one runway incursion every day was ocurring within the region.
The European Action Plan for the Prevention of Runway Incursions was released in 2003 as a product of the European Runway Safety Initiative (ERSI). In 2011 it was revisited and enhanced with further recommendations and guidance material.
Although runway safety includes issues such as foreign objects, and wildlife presence on runways and various technical deficiencies, the action plan specifically addressed the subject of runway incursion prevention.
It was the result of the combined efforts of organisations representing all areas of aerodrome operations and was strongly supported by the ICAO secretariat which urged all States to fully implement the ICAO provisions related to runway safety.
The 105 recommendations of the Initiative are, taken together, aimed at enhancing runway safety by delivering:
- consistent and harmonised application of existing ICAO provisions,
- improved controller - pilot - vehicle driver communications
- improved airside working procedures,
- improved airport operators' procedures
- optimised procedures for joint civil/military use of aerodromes
- a consequent increase in situational awareness.
Progress at particular airports has been at variable rates, not always related to practive assessment of the risk of runway incursions. Key to effective implementation is seen as the establishment of an effective Local Runway Safety Teams (LRST).
