Background

The unprecedented disruption of air traffic over Europe (15 - 20 April 2010) caused by the ash cloud from the Icelandic volcano Eyjafjallajoekull triggered the initiation of dedicated reporting arrangements in a number of European States.

The lessons learnt from the volcanic ash safety data reporting, collection and analysis need to be shared with all concerned organisations - national authorities, aircraft operators and air navigation service providers - to ensure greater coherence, at a European level, of volcanic ash related flight safety risk assessment and management. The ultimate goal is to maintain the acceptable level of safety, while ensuring the needed flight efficiency and capacity within the airspace affected by volcanic ash clouds.

Following coordination and agreement with authorities of Western European States EUROCONTROL established a central volcanic ash safety data collection function to collect and analyse post flight reported data, and share lessons learned to support the desired improvement in safety management standards, guidance materials and practices related to volcanic ash risk management.

Reporting Arrangements

Aircraft operators and service providers should forward reports about volcanic ash associated anomalies and occurrences affecting flight safety to the following address:

Format

All reporting forms are accepted and the request is to send them in the English language.

Access

Focal points nominated by State authorities, aircraft operators, air navigation service providers and airline associations will have access to the volcanic ash safety data repository via the EUROCONTROL “One-Sky Online” portal. Access will be granted in two steps:

1. Subscription to EUROCONTROL “One-Sky Online”. The nominated person should fill in and submit a self registration form. The requestor will recive an automatic confirmation of the subscription by email.

2. Upon receipt of the confirmation message an e-mail should be sent to EVAIR at evair@eurocontrol.int providing the username and email address chosen. The EVAIR team will grant access to the repository within the shortest possible time.

Analysis & Exploitation

The collected safety data will be analysed by a multidisciplinary team that will publish periodical reports.

It is important to note that EVAIR central volcanic ash data collection and analysis function doesn't replace the national reporting and data collection schemes established by existing regulatory requirements. The function has been established to assist in safety lesson dissemination and to support the desired improvement in safety management standards, guidance materials practices related to volcanic ash risk management.
